The Planning & Zoning Department of the Village of Hebron (also known has the Economic & Community Development Department) is dedicated to supporting businesses, residents, and property owners as they embark on construction and improvement projects. This department plays a vital role in maintaining the quality and character of our community while fostering sustainable growth and development.

Our Responsibilities

The Planning & Zoning Department oversees:

  • Zoning Administration: Ensuring that all land use complies with Hebron’s zoning ordinances to maintain an orderly and functional community layout.

  • Development Oversight: Reviewing development plans to ensure compliance with local regulations, including utility and infrastructure considerations.

  • Floodplain Administration: Safeguarding property and residents by ensuring compliance with floodplain regulations.

  • Property Maintenance Code Enforcement: Promoting community pride by addressing code violations and maintaining property standards.

The Economic & Community Development office leads efforts to review zoning applications, development plans, and utility proposals, ensuring they adhere to Hebron’s ordinances and standards. This proactive approach ensures a seamless experience for businesses and property owners while preserving the Village’s aesthetic and functional integrity.

Development Regulations

Hebron’s development regulations are crafted with careful consideration of the Village’s character and goals. These provisions aim to:

Building Permits and Inspections

The Village of Hebron partners with the Licking County Building Code Department to manage building permits and inspections for residential and commercial projects. Before applying for a building permit, a Village zoning certificate or permit must be obtained.

Floodplain Management

The Village of Hebron has special flood hazard areas that are subject to periodic inundation which may result in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base.  Additionally, structures that are inadequately elevated, flood proofed, or otherwise protected from flood damage also contribute to flood loss.   

Applications for a Flood Hazard Area Development Permit can be obtained from the Licking County Planning and Development, open Monday through Friday between the hours of 8 a.m. and 4:30 p.m.  Upon receipt of the application and all necessary documentation, the Licking County Planning Department will determine compliance with the National Floodplain Insurance Program (NFIP) and issue a permit. The permit needs to be submitted to the Village with the appropriate zoning application to the Economic & Community Development Director to get zoning approval.
