Our Planning & Zoning department is available to assist Businesses, Residents and Property Owners with their construction and improvement projects. The department is responsible for overseeing Zoning, Development, MS4 Storm water, Floodplain Administration and Property Maintenance Code Enforcement. The Economic & Community Development Coordinator reviews all zoning applications, development and utility plans for compliance and enforcement of Planning & Zoning, Development, Storm water, Floodplain and Code Enforcement ordinances.

Development Regulations
The provisions of the development regulations were made with reasonable consideration of the character of the Village, with a view of conserving the value of the buildings placed upon the land, providing the best possible environment for our businesses, residents and property owners, and encouraging the most appropriate use of land throughout the Village.
The Village of Hebron contracts with the Licking County Building Code Department for all building permits. You must have a Village zoning certificate or permit to apply for a building permit.
The Licking County Building Code Department is responsible for the enforcement of building codes for all residential and commercial projects throughout the majority of Licking County. They are located in the lower east wing of 675 Price Rd., Newark. Their office hours are 7:00am to 4:00pm, Monday through Friday. Their office phone number is (740) 349-6671.
Floodplain Management
The Village of Hebron has special flood hazard areas that are subject to periodic inundation which may result in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base. Additionally, structures that are inadequately elevated, flood proofed, or otherwise protected from flood damage also contribute to flood loss.
Applications for a Flood Hazard Area Development Permit can be obtained from the Licking County Planning and Development, open Monday through Friday between the hours of 8 a.m. and 4:30 p.m. Upon receipt of the application and all necessary documentation, the Licking County Planning Department will determine compliance with the National Floodplain Insurance Program (NFIP) and issue a permit. The permit needs to be submitted to the Village with the appropriate zoning application to the Economic & Community Development Coordinator to get zoning approval.
