Village Administrator
Mr. Jung-Han Chen began his service to the Village of Hebron as Village Administrator in October, 2023
Mr. Chen returned to Ohio from Beeville, Texas where he was the Assistant City Manager since February 2021. Before this, he worked with the City of Trotwood, Ohio as the Planning & Development Director, the City of Oxford, Ohio as the Community Development Director, and the City of Huber Heights as the Development Director. He had been working in the southwest Ohio region for the last twenty five years, including the cities of Dayton and Middletown.
Mr. Chen graduated from Ohio State University with a master’s degree in City and Regional Planning, as well as earning a master’s degree in Government and Politics from St. John’s University in New York.
He has been a member of the American Planning Association for the last twenty five years and is a member of the American Institute of Certified Planners for over two decades. Mr. Chen received certificates in the Economic Development and Housing Development professions, as well as public-private financing provided by the University of Chicago.
He brought with him years of public sector experience in planning, land use, transportation, utilities planning and financial management. He is a firm believer in delivering quality customer service and is available to talk to residents about ways to enhance and improve the delivery of Village services.
The Village Administrator supervises work activities of all employees in the Water Department, Water Reclamation Department, Public Works Department, Utilities and Parks Departments. The Village Administrator also helps to establish annual budgets for the departments, develops and maintains a capital budget program, monitors cost and develops ways to increase revenue and collection for the Village.
